You found the right solution in th pre-release forum. Creating new bookmark db works to but that's a pretty drastic solution.
However I'm interested in how those clients were upgraded ? If an upgrade has been done properly all the migration of smarticons to toolbars should take place automatically. The problems you describe are an indication that an improper bookmark template was present when the upgrade was done.
Can you give me some more background ?
